And it doesn't have to be a Magic Band; your room key also works. The point is to charge things to your room rather than to a credit card at time of purchase. I can testify that this worked for me last week.
Also of note, two mobile food orders that I placed through the My Disney Experience app (and thus paid for at time of order) coded as Fast Food and qualified for the 3x points on dining (which I assume would qualify for 5x points if charged to Freedom this quarter).
One thing that doesn't count as dining is Farmer's Fridge (fresh food sold from refrigerated vending machines in many airports and elsewhere). Instead, it codes as Groceries, with a merchant type of "convenience stores and specialty markets".
