Yes, that's the setup that's been chosen in most UK airports, though it is not mandatory; LCY for example maintains the WTMD with only passengers who beep it sent to the full body scanner.
It will continue to be a choke point for a while at least whilst passengers get used to the "have absolutely nothing in your pockets" approach. It also depends heavily on the agents who resolve anomalies pressing the right buttons – the AI that interprets the scans wants to know whether an anomaly on the body scan was genuinely a thing in someone's pocket or a phantom.
