I am arriving around mid-morning via LHR, but will be departing early morning via LCY.
On that basis I'd def go for The IC O2

LCY is barely 25 minutes away by train or car. You can even see the runway from some rooms. A Bolt electric taxi will be cheap.

Elizabeth line from LHR connecting to Jubilee Line at Bond Street for North Greenwich will be a little over an hour door to door of The IC.

You can accomplish most of your eating bucket list around Borough Market which is just outside London Bridge station - less than 20 minutes away on the Jubilee Line from North Greenwich. The Eye is at Waterloo which is another 2 stops or a 30 minute walk. Sightseeing buses can be found easily in the vicinity. You could also use the Thames Clipper boats (Uber) to or from North Greenwich Pier just outside the hotel.

And dont forget Greenwich itself has The Observatory, Maritime Museum and The Cutty Sark.
