to clarify, not place de clichy, but a hotel in clichy.
Clichy is on the same side of the Seine as CDG (right bank), but the taxi flat rate doesn’t apply because Clichy is not Paris. For your 1st question, it depends what time you want to do this. If in the morning (between 6 and 10), better to take a taxi as they can use the special lane on a part of A1. Outside this period, it doesn’t matter and Uber could be cheaper.
