OP said they did call and ask. And they asked if they’d be ok moving rooms. They said they would be ok with it.
Nothing unreasonable about the situation. And certainly nothing unethical.
If one were really to examine the ethics of it all, then you could argue that keeping an empty room when you have no intent to use it and forcing another family to find a different hotel / get walked is not model citizen behaviour. But still not really unethical.
