It's simply market habit. They want 4+ hours to turn over the rooms. 11am is common in parts of the US. 10am or 11am is very common in Japan. No different really from 1pm-2pm-3pm check in. Or any number of other business habits. Opening times for retail shops, for example. Different countries/regions have different busienss habits. That's life.
