There is a decent Priority Pass lounge in T4
OP is coming in on BA which arrives at T1. If access is allowed, he/she should be able to visit the BA lounge prior to heading to Gate C21. However, at T4 you will not be able to access the CX lounge.
Edit: the 3K flights don't seem to carry any BA codeshare numbers so no access at all. Could you check if you could stay a day in SIN and connect to CX712 SIN-BKK the day after? You get lounge access that way and you can book into J as well if you're in J!
