I suspect it is readily available since it’s not marketed as premium economy.
There is little doubt in this group that IB Platinum and Gold - and their Oneworld equivalents - can choose the PE seats. There are many data points.

The doubt is whether somebody with no status at all - but an Optima ticket that allows seat selection - can choose one of the PE seats. I suspect not, but I've only ever flown on IB as a Oneworld elite...
