From what I noticed, the issue was not selecting the full state name in the payment information. There is a new drop-down menu that tries to get you to pick the full state name after you type the two letter code.
However, after getting the error and doing so to fix it, I also successfully purchased a ticket without doing that.
Not too sure what's wrong, but it's something on United's side.
