I haven't been able to pick seats on Delta with Concur in the last 18 months (or so), either. Doesn't matter if you have status.
Interestingly, back when I had no status with United, it would generally honor my "preferred seating" request, but would kick you back if you tried to pick an exit row or an extra-legroom seat, as soon as the Invoice was issued. American would also kick me to the back of the bus.

Since you mentioned Concur, your company probably has a corporate deal with DL which likely entitles you to free preferred seats and Main Cabin 1 (soon to be Zone 5) boarding.
Wow, more divisions. Haven't heard "Zone 4" called in a long time, and I remember being giddy when I made Zone 2.
