There are buses from Narita airport to Kaihin Makuhari station and various Makuhari area hotels. Taking trains involve changes and I would only recommend if the last bus (21.40) is gone.
The
bus timetable is only in Japanese (at least the one I could find).
The left column (in grey) is the bus company.
The first two columns are NRT terminal 2 and terminal 1. (ex: 07:15 and 07:20)
Then it stops at (from left to right) Hotel Springs Makuhari, Kaihin Makuhari Station, Hotel New Otani, Hotel Franks, Hotel The Manhattan, Hotel Green Tower, Makuhari Prince Hotel, Makuhari Bay Town, Kemigawahama Station, Inage Kaigan Station, final stop Chiba Chuo Station. Maybe this will help you make a choice of hotels.
You have to buy a ticket inside the terminal. Go to the Keisei Bus counter. The cost is 1100 yen (approx. 10.5USD) if you go to Makuhari hotels, 1150 yen to Kemigawahama or Inage Kaigan, 1200 yen to Chiba Chuo Stn.
If you want to take the train to Kaihin Makuhari, it involves Keisei line then change twice to go into JR line so it's not convenient.
As far as
Keisei trains are concerned, Keisei Makuhari-Hongo and Keisei Makuhari station (there are many stations in the area bearing the name Makuhari in the area) are somewhere between Keisei Tsudanuma and Chiba in the linked map. But the last express (which stops at Keisei Tsudanuma) leaves Narita T1 at 21:29 to stop at Keisei Tsudanuma at 22:07 then you have to change. I'll post more details if you need. I'd definitely suggest the bus solution but it will also depend on which hotel you choose.
