This happened to us coming back from Edinburgh last year.

The bags for our whole flight were sent to the international side of the reclaim at T5, meaning no one could get to their bags for about 45 minutes while staff dealt with the issue.

Allied to a 1hr + late flight landing at c11.45pm with no catering for CE, there were quite a few unhappy passengers!
