Probably a collective policy to prevent scammers logging into accounts and setting up a new nominee without some sort of cooling off period for review.

Same thing happening with some banks - can't pay a new account recipient until 12 hours after setting them up!

Too many incidents of people getting hacked, so they implement a collective policy to essentially protect the few.
