Just send an email in English to the Hyatt China email address in the link OP provided.
The reps in Hyatt China Center would be able to understand and respond in English.
When sending the email, include all your necessary details (hyatt #, competing chain status and #, proof of status, record of recent stays etc) and straight out ask for enrollment to this challenge (note: not status match!)
No point in my view to ask for the full terms. It is just a question of whether they accept you for the challenge or not.
