many airlines dont even offer the ability to use your miles to book for a stranger.
some airlines only let you book for direct family members.
In any case, if you are already planning to book for other people, those other people should already be in the nominee list.
No reason to add at last minute.
This new rule is a good one to cut down on mileage sellers
