Charged by who? your CC company, or the vendor? Were you billed in Pesos, or USD? If it was your credit card, do you have a foreign transaction fee on that card that's included in that price.

If you are using a credit card, you need to make sure they process the sale in Pesos, so you get the conversion rate of your CC company. If not the place can apply their own conversion rate, of whatever they want, and then bill it in USD.
