boarding passes not needed is a little vague. The boarding pass is needed but not physically. Many airports have the license scanners which verify identity and link it to an existing air ticket record, and the checked in nature of it along with BP issued. If the BP has not been issued, TSA cannot let you through. Unless you're carded to be airside without a boarding pass, as it's a secure area, it breaches the FAA regs.
My confusion is how you can be checked in but not have a BP issued as normally online that's the final step...
