Are you saying that the unknown factor of whether DL will clear you into C+ is the issue or does your ticketing approach is such that you have a long time (hours or better part of a day) between booking and actually purchasing the ticket during which you could see C+ seats disappear before you get the chance for DL to upgrade you into these?
For most government travel, the reservation is not ticketed (purchased) until 3 business days prior to the start of the trip, even though I usually make my travel reservations a few weeks in advance of travel. Just one of the nuances of DL’s system and the nuances of USG travel. I have a trip on DL next week. I’m in exit rows but can’t move to C+ until later this week when it tickets.
Some organizations don’t care if you get your flights ticketed ahead of the 3 day mark but I only do this if I know my trip has a very low chance of changing. Once it tickets in many ways it’s more difficult to cancel/change flights for USG travel than if your reservations haven’t been ticketed yet. Next week’s trip had a higher chance of changing so I opted not to have it ticketed earlier than 3 days.
