Because it would not be a cancellation of the ticket, but a refund of unused taxes. In most countries, including Germany (and I believe also France) there is a specific right for those to be refunded outside of ticket conditions. Simply said the airline does not have a right to keep the money that would be paid to the service provider just because the passenger did not fly.
Exactly, it is part of the
French Consumer Code. The part I'm not sure about is what "qualifies" a flier for protection under this law. Is flights departing from/arriving to France, flights purchased in France (or through airfrance.fr), or some combination thereof?
