Surely it all depends what BA is willing to pay QR, no? Anyone with the most bargain basement oneworld J ticket can actually access the Premium Lounges though, to be clear. You could be booked on a £150 CE ticket and would still have access.
Outside the unique EI arrangement for LHR-DUB route, I don’t know any situation where ba marketed and non oneworld operated flights gets access to a non ba lounge - so I don’t think ba have any interest in starting now.
