It is quite busy from that 9:00 PM to 2:00 AM segment. Most international arrivals, especially the NA/Europe flights, arrive at this time. But since you're J, expect about 45 mins to an hour at most (again, calculating based on posts above).

You're better off looking for a prepaid taxi service IMHO. (NOT the ones outside, but there'll be a special desk near the airport exit.)

CISF guards usually only allow entry 4 hours before the flight. Honestly, I'd advise sightseeing in the city, and in the night, visiting areas like Chandni Chowk, etc.
