So in this case using a travel agent (whether online or physical) may be the only way to actualy succeed in making a booking.

It is a flight from India to the US, and my CC is US issued.
I will keep the expedia reservation - the booking went through immediately, and I can see the reservation on Cathay Pacific.
Also the fare increased by $100 if I were to rebook.
