There are arrival ones too, but only for Thai, HK and Singapore passport holders, but yes, this thread is about the new(ish) departure ones.
There's a lengthy thread on Aseannow describing the same message you saw (maybe you were the author?) and as far as I remember there has been one poster claiming they have successfully re-entered using a re-entry permit after using them. I would have expected more examples after this time, but then again I would have definitely expected more tales of woe if it were correct. The jury is still out IMO.
