It would not apply to currency, just to inventory.
Currently, UA uses a system where inventory is based upon the purchasing country, meaning that someone (e.g., an OTA) who has access to multiple purchasing locations can find the best price. Switching to a system where inventory is based upon the origination of the fare would eliminate that.
