I guess my confusion was since it was TPA-DAL that actually had the hazard (such as weather) and delayed the DAL-PHX flight, would the hazard "carry over" to the delayed DAL-PHX flight.
But as you note, I think it really depends on getting the most bulletproof documentation from Southwest, even if the weather and jets were fine in DAL (and PHX).

Happened to me about 6 weeks ago in LAS when the inbound jet from BOI was gonna be something like 3 or 4 hours late.
The reserve cabin crew seemed pretty happy to be going to LAX on a Friday night.
