Unless you were promised the opposite in writing, this is not the complaint you should be pursuing - they simply won't reimburse you because there is no reason to.
You mentioned being refused or turned away from a lounge. It's not clear to me what the circumstances here were, so please elaborate - *that* might be something to complain about, but again, I don't see that they would ever determine that reimbursing you for a third-party lounge visit is the way to make up for the error, if an error occurred.
(Note, however, being rebooked from an Economy AF/Skyteam ticket to a different alliance or non-alliance airline does not mean you can access the Air France lounges on the basis of your FB status. If you are rebooked onto a different, non-Skyteam airline for which the Air France lounge is not the lounge used by that airline, then you have no entitlement to access, even if the reason you are now travelling on that other airline is because Air France rebooked you on that other airline)
Per the original discussion, OP was flying AF with access to the lounge via non-FB STE+ status (KQ Gold). OP was denied access to the lounge improperly. Instead, OP elected to pay for access and is now trying to get reimbursed.
Nothing to do with EC261. AF should be liable to reimburse based on contract law, IMHO, as AF advertises lounge access for STE+ holders and failed to provide.
