ANAC 400 isn't limited to journeys originating in Brazil, why would the intention of 138 be different?

My Brazilian friend reads it as the scope being any journey starting in Brazil
as noted, either every single airline has been getting this wrong for years and you are the first person to realise, or what you have been charged is correct.
I am willing to take a substantial cash bet on which way this is.
