My Brazilian friend reads it as the scope being any journey starting in Brazil (so examine GRU-MIA-SEA, no YQ could be charged on MIA-SEA as the journey started in Brazil), and any flight on a national or international airline flying domestically or internationally. It fails to specify what internationally means but why would that not cover BA LHR-GRU? That's an international airline flying internationally.
Seems a fairly wide reaching scope.
As ANAC400 certainly applies to BA LHR-GRU, I think the intention of ANAC is for resolution 138 to apply too.
a journey of LHR-GRU-LHR starts in Brazil now does it?
