I doubt it is that simple. If LH reissues the ticket - on own ticket stock - it will mess up the remuneration from the issuer of the ticket/make it more complicated, and there is a significant risk that LH will not get paid for the flight reissued on own ticket stock. Much easier just to say "No/Sorry" and refer the OP to contact the issuer of the ticket. I doubt any agent in the FCL will go the extra mile for an arriving pax and is member of another FFP rather than LH M/M.
