Each airplane type and configuration has an established minimum service time. That will be the update once the incoming airplane arrives at the gate. The posted delay will usually be less before the aircraft arrives because they don't know how early, or late, it will be. They don't want to post a later time that turns out to be too late because some of the passengers will not be ready to go at the earlier time that it is ready.
