If the older one is 11 now, they won't age out of being able to go with you through Pre until May of next year when they turn 13.

This is incorrect. It is likely that the kids will get Pre if on the same reservation as an adult with Pre. But far from certain. I put it at about 90% based on reports I've seen, and 99.9% if the teenager has their own KTN. I will be getting my son Pre before he turns 13.
