MQDs earned will based on number of Skymiles redeemed for award divided by 100 (it has nothing to do with taxes and fees charged for award). For example, a Skymiles award that costs 10,000 miles will earn 100 MQDs. It does not matter if the award is on Delta metal or partner metal.
