Not our great thought leader,
a different commenter mentions:

"I got an IHG Premier card offer
where the SUB [mine: sign up bonus] includes Diamond status for credit card approval.
I was apparently targeted for the card
because I was a recently demoted IHG Diamond who didn’t have an IHG credit card"
