I believe so, although I hope that s/he doesn't expect to consume any alcohol. S/he might not be able to produce appropriate age identification.

Rossini's is definitely more civilized, although I prefer buffet style for breakfast so I rarely have breakfast in Rossini's. It is a smaller room, but IME the Rossini staff will go to the regular buffet and get what you want if it's not available there. (They did it for me when I asked for a piece of banana bread.)
