It is not about guaranteed availability it is about visible availability. I can call LH and ask them if they can find me upgrade availability in a certain timeframe and mostly they can, if I do so with AY I always end up on the waitlist because CS can t see any free space or space which likely clears.
And the vouchers are only generous if you can use them, if you cant they are only a marketing tool.
I can understand the thought of not having 100% guaranteed availability as they do need to sell J revenue tickets as well, but I think somewhere in the middle works. For example, applying for an upgrade 6+ months out with J9...there shouldn't be any problem clearing this instantly.
