AMS-SIN & SIN-DPS share the same flight number, as do CDG-LAX & LAX-PPT, but presumably have different upgrade inventory since they're sold separately.

Given the problems with effectively using GUCs on AF or KL on married segments (directs are fine as you can see the exact fare class numbers there at the time of booking, so know you will be able to upgrade), I'm thinking towards giving this a miss even though either of these were always my dream GUC uses, going from PE to J.
However, if there were some way of cancelling the ticket within 24 hours - if the upgrade across married segments was not possible - like is possible with flights touching the US, I would jump on this in a heartbeat. Not sure whether or not that rule would apply to the AF routing since it doesn't depart from or arrive in the US. Sort of.

All that matters is how you are booked. KL835 AMS-DPS is a totally separate inventory and flight from KL835 AMS-SIN and KL835 SIN-DPS booked separate. This is why you must enter airport codes along with flight number to pull up say seatmap. If you book KL835 AMS-DPS only 1A might show available . This despite say KL835 AMS-SIN having 10 seats available. Since only 1A is available AMS-DPS, 1A is all you can select (without agent putting in extra work to rebook you as if we're connecting at SIN instead)
DL/AF/KL all offer 24hr cancel. The flight origin/destination or operating carrier doesn't change that. DL is in fact till 2359 day after purchase (or departure time of flight if earlier)
