At the risk of veering off topic, this would be a very strange time for a law change in Texas. After the legislative session every two years, laws normally go into effect on either 1 September or 1 January. The state legislature is not in session this year and isn't due to meet until 2025.
I strongly suspect this is a BA/catering issue and not a Texas issue.
