Thank you, Flier74, it seems as though you might have additional insight. IAH usually has two flights per day with F and has carried champagne for PDBs for years. Is this a change for that station in particular? Perhaps the crew misspoke/implied a change in Texas law that has not occurred if the real change is a cut from BA/the catering contract?

unfortinately it all depends on the day whether the catering company delivers Duty Paid Champagne, some stations do it consistently, others not so much or load some Prosecco instead. It’s been ongoing and my acres friends are pulling their hair out over this, also doesn’t help getting 2 bottles for 40/50 odd Club Customers when it’s mainly leisure travel still ams of course they want to have a nice journey. Crew are not allowed to open the bars on the ground in the USA officially, But then again some open them which could lead to a troublesome start of noticed.
So I can’t really tell you for sure whether it will happen or not I am afraid
