Yes, yes they could, but given that the stretch of distance from row 1 to row 4 is about 84 inches, this is a VERY first world problem that would be solved.

I guess if having 'your' bin space available to you, directly above 'your' seat/row then be first to board, otherwise, well you might need to step back 2 feet or 4 feet or 6 feet to stow/retrieve your bag.

Let's please remember people, this is PUBLIC TRANSPORTATION...even in "J".
