I had multiple failed attemps both on the EXP line as well as X(Twitter) including one ticket reissue but still no baggage allotment. The attempts were off and on for a couple of months
Finally, I sent to the X team an example of one of my reservations that showed baggage and one that didnt and circled the problem area in the reservations. {like above, not sure if that helped or not). I did say that according to Qatar that if the baggage didnt shows here, then I didnt have baggage allowance.
They reissued again and now baggage allowance shows.

Probably persistence is key until you finally find some who has either seen the issue (many have not) and/or know how to fix it in the reservation.
