The breakfast not being included in Hyatt Place hotels outside of the US has been there since years, about 8 years I'd say. It probably changed, when free breakfast was made available at HP in the USA only to members of (GP? - can't remember - or) WOH.
Many HP however nevertheless offer free breakfast at their discretion to Globalists, such as HP Zurich, Frankfurt, or the former HP Hayes near LHR, Dubai. Those are the ones I have been to.
It is in the T&C, so am surprised why this is being brought up again and again and people complain about "bending the rules". it's simply not true. offering the breakfast is actually "bending" the rules to the positive.
VIII. Breakfast at Participating Hyatt Place Hotels
Please note that the availability of this benefit varies based on the region in which a particular Hyatt Place hotel is located, as designated by Hyatt in its sole discretion.
This benefit will not be available to Members for any stay at a Hyatt Place hotel in the Asia-Pacific, Europe, Africa, Middle East, and Southwest Asia region. Some Hyatt Place hotels may offer complimentary breakfast for some or all guests and, as detailed in Appendix C below, others may offer certain breakfast benefits to Members with Globalist status. This benefit is also not available at The Forester, a Hyatt Place Hotel. Availability of and conditions or restrictions on complimentary breakfast will vary property-by-property for Hyatt Place hotels.
