Did you try asking the front desk to turn off the water? Not sure about Izu, but the front desk can do this at the Lake Biwa and I think Lake Yamanaka properties (which are basically the same as the Izu one).

Yup, was going to say. And Izu should be able to do it as well, as I remember having done it.
The AC thing is annoying but that’s all around Japan. The only solution is to turn it off, as that hopefully lets outside temperature control it a little bit.
I did ask when the lady from the front office came up to the room with the fan. She said no. I didn't push it since her english wasn't very good and she already had difficulty understanding i wanted a fan. The sound from the fan drowned out the sound of the onsen anyway so it didn't matter much to me.
