This hotel was among those that pressured Hyatt to change the rules so that they don't have to offer free breakfast. Hyatt Place consists of 427 properties. Of those, 95.1% offer free breakfast. The HP LHR is one of the few that doesn't. It is one reason among many that it is subpar.

Other reasons I gave include they gaming the earn-and-burn system by recategorizing rooms.

As for upgrades: Yes, HP doesn't have to give upgrades. But actually, no Hyatt does according to Hyatt's terms and conditions (as the best room available is determined in the sole discretion of the hotel so it is perfectly within the rules if they declare the best room available the one they give you, which may be within the category you paid for).
If you look beyond rules and semantics, this property is poor quality if they give you a third-floor standard room with view of the parking lot of some Hounslow logistics business and claim they've done you a favor by upgrading you.

Lastly, I think the burgers and fries they serve in the restaurant are microwaved.

So ultimately, this is a subpar HP property. IMO, you can generally expect a better experience by booking: (i) the Courtyard on Bath Road (it opened in 2022 and is considerably newer and fresher than the HP); (ii) the CP or HIX (dual property that is walkable from T4; newer than HP; IHG members with lounge milestone receive access to the lounge which isn't bad); or (iii) the Hilton properties (I've stayed at the HGI T2/3 once and it was comparable to the HP but its location is slightly more convenient as you don't need a bus).
