Yes, it is normal, has been going for many years, but anecdotally appears to be more frequent in the last year or so. Flights routinely get moved by 5 or 10 minutes plus or minus, and you only find out on the day. The 20 minutes applies to the new departure time. However if there are connecting passengers then chances are the door close will be closer to the original time anyway.
