Yes it's a trade only option which has a high refund percentage, seat selection at 48 hours (shorthaul only), and no change fees. It's applicable in all fare buckets down from Y down to O. There is a higher category for Y plus club buckets known as Plus Select which is fully refundable. I think the reason it's trade only is that it implies a high level of hand-holding, and so travel agents are able to do this, I doubt BA wants the hassle of dealing with this sort of noisy booking but is happy for the trade channels to do the legwork.
