It sounds like it can be used as a way to transfer miles to someone else, for the purpose of buying a ticket they otherwise couldn't, without "paying" to do so.
We don't have any orphaned miles, but this indeed seems to be the targeted passenger profile.

Efficient use of orphaned miles, along with free transfer of less than a full award to someone, is clearly the primary benefit.
Sharing the award availability shown the highest pool member to all members seems very important indeed.
Neither applies to my situation, as we all have miles for full awards (and I have no hesitation to issue them in their names from my account) and, as noted, their UA credit cards give them the same XN access as my Premier Silver membership.
But this will be helpful to the targeted pax.
