If some individual hotel isn't aware of the rules, or chooses to ignore them, it doesn't change anything and I believe this could be quickly rectified via customer services.

You are entitled to your views as to what should happen, but it has been made abundantly clear as a factual matter that this is not an issue of "some random hotels" and that "customer services" is not rectifying this. The assertion was that this is a common practice, and there have been citations to numerous threads supporting that as a factual matter. Pointing to the IHG terms and conditions and your interpretation of them does not change that.
