I don’t have an answer for how to do it, but I am seeing some AF/KL fares to Strasbourg for $3500 CDN out of YQR for May in business—that may get you close to where you want to go. I had to play around with Google flights to see the fares. The general search I did (I search YQR-Europe and then click on cities) gave higher fares but when I clicked on individual cities it gave lower fares. FRA is coming in at around $4300 in business for J on AC, which is pretty good for FRA.
It may be worth spending some time playing around with Google Flights to see if you can do as well or better than a split PE/J booking for a straight up J booking.
