Flying Blue still does rollover elite credit (though a few weeks after DL's announcement, they announced a limit to rollover a year in advance).

I think the current MQD thresholds will stay for a while. I would expect, though, that not every non-Basic fare will earn 100% MQD (some might earn more, many will earn less).
