Three different issues here:
1. I thought the "they" in "
they do advertise they cover taxes/fees" was Hilton. It wouldnt make sense for that to refer to IHG, of course, which *doesnt* waive "fees" on award stays, and indeed explicitly says "Resort fees and/or service charges at individual hotels may apply."
2. To the extent you believe that IHG properties do not charge these fees, the previously referenced multiple threads in the IHG forum that have been cited conclusively establish you are wrong/
3. Whether IHG properties *should* be charging those fees based on the language you cited is an entirely separate question, and one best discussed (and indeed, exhaustively discussed) in those threads in the IHG forum.
And a 4th I guess, the word "tax" as used here doesn't actually have some defined meaning. A tax levied on accommodation is different than a tax or fee levied on tourists, which is directed to be collected by lodging providers.
